Budget Resolution to set Tax Levy and mil rate
Annual Meeting June 14, 2025

In an effort to distinguish Annual Operational Expenses (Variable) from Capital Project Expenses (Fixed for a Period of Time), The Mead Lake District Board of Commissioners is recommending that the District follow the standard of generally accepted accounting practices as listed in State Statute 33.30(4)(a), and use a Levy and mil rate formula for the collection of funds sufficient to cover District Annual Operational Expenses.
Any future Capital Project Expenses will be presented to the Mead Lake District Electors at a future Annual Meeting and if approved, would be listed on Annual Property Tax Bills as an "Additional Assessment". Each of these charges must be presented to and voted on by the Mead Lake District Electors at an Annual Meeting to be approved. ( State Statute 33.30(3)(b) )
Current Level of Tax on Mead Lake District annually is $ 13,800.00

WHEREAS, pursuant to Wis. Stat. 33.29(1)(g), Mead Lake District is authorized to formulate an annual budget of expenses and revenue; and
WHEREAS, For the 2026 budget, the Mead Lake Board of Commissioners has recommended the proposed expenses of $ 24,908.00 and proposed revenues of $ 24,908.00 as set forth in Exhibit A (Summary of Proposed 2026 Budget), which is wholly incorporated by reference; and
WHEREAS, it is intended that $ 10,000.00** of the revenues will be in the form of a Grant from Clark County specifically to fund the installation of a Water Sensor at/near the dam.
NOW, THEREFORE BE IT RESOLVED, The Members of the Mead Lake District hereby approves the budget as set forth in Exhibit A.
BE IT FURTHER RESOLVED, the Members of the Mead Lake District hereby approves a levy of $13,800.00 to be apportioned by the County Clerk upon all taxable property in the Mead Lake District.
BE IT FURTHER RESOLVED, the mil rate shall be set at $ 0.46171 per thousand dollars of assessed valuation.

Annual Meeting minutes from June 15th, 2024 read by Lisa Zepplin. Amend the $14,000.00 for Calcium Chloride to $10,000.00 but cannot be amended as it was voted on.

Public Comment: Bob Semmelhack (Scout Road) expressed concern of the fish population and the lack of DNR response to bag limits. Mary Shalow commented on the Calcium Chloride issue that if it benefits the Mead Lake District residences and is dependent on 2 items. 1)If the road dust is found to be adding sediment in the lake. 2) If the Calcium Chloride is not impacting the lake,( water sampling and testing for salt would need to be done).

10.Update: Wake/surf boat operations: As of now the DNR has no different rules for this type of boat.
11.a) Healthy Lakes and River Grants: Residences can get up to $1000.00 for planting a 350 sf area with native plants (75-25 grant; owners covers 25% or labor) to filter rainwater/water before it enters the lake. You can have up to 3 of these areas(practices).
b) Mead Lake District water quality improvement program: Nano Bubbler will run June- Sept. with testing done twice monthly; also testing for zooplankton and algae.
c) New Mead Lake Management Plan: Updated version is available as PDF via MeadLake1952@gmail.com.
d) Lake bottom mapping: Map available via MeadLake1952@gmail.com
e) Fish crib/fish habitat improvement program: Sept. 27th, 2025, we will be assembling at the South side boat landing. They are easy to build but we need volunteers. Our goal is to build 4 pyramid/pallet cribs and 18 single log cribs.

Phil Strand: Capital improvements are not subject to a mill rate but a flat special assessment, including the county, based on shoreline ownership.

Rod Zika noted Lake Altoona and Eau Claire have water districts and budgets; A statement was made that Mead Lake's water is tested and is safe for swimming.

Nanobubble project cost: $288,000 (not $1 million); with 53% county funding, existing balance could cover over half of district's portion, reducing individual costs. Nanobubbles expected to help with muck.

Dave Nowak asked about the possibility of setting a schedule for 4th of July activities in the coming years depending on what day the 4th falls on.
Teri Czarnecki had questions for the County Board Member Roy Tynzik about Clark county logging and communication with farmers about farming practices along the South Fork of the Eau Claire River.

7.Voter eligibility for the Mead Lake District (page 6 of the meeting notice)
8. Program changes- Calcium Chloride: Semi annual meeting a committee was formed to get a cost and feasibility of building a sprayer to put liquid instead of flakes on the roads. Committee members are Greg Evans, Paul Luedtke, Will Ruemmele, Paul Proksch, Bill Marten, and Al Baierl. The 2nd quarterly Board meeting the Board voted to donate up to
$2000.00 for the future Calcium Chloride committee to study and apply the calcium chloride around the lake. Presenters forced a non-action item to be changed to an action Item. They then made a motion to authorize the District to purchase a water tank to be used in conjunction with a dry flake application.
Motion made to add up to $14000.00 to budget to purchase water tank and flakes. Motion by Will Ruemmele 2nd John Druszczak. Hand vote Yes 30 No 11 Motion carried.
Motion to apply Calcium Chloride as a test with the water tank and dry flakes by Will Ruemmele 2nd Bill Marten Hand vote Yes 43 No 2 Motion carried.
9. Mead Lake District Website: Document tab is password protected. Everyone at the meeting received a password.
10. E-mail opt-in for Mead Lake District residents to receive communications for annual and semi-annual meetings only. Board meetings will be posted in information kiosks.
11. Introduction to Golden Sands Resource Conservation & Development Council, Inc: Chris Hamerla explained about invasion and native lake species in the lake. He could also be a resource with help updating the lake management plan, tech assistance for grants. He could also do a video to put on the website and get us clear pictures of invasive plants.
12.Lake bottom mapping/Bathymetry: Eau Claire River watershed coalition started mapping the lake but had an error in the software when trying to upload information so the west end will be redone and the east end at a later date.
13.Mead Lake & WI DNR Directed Lake Initiative: Larry Koschak did the presentation and said our lake was chosen for a study at no cost to the District.
14.Review of the Water Quality Seminar: Larry Koschak talked about what the residents said about the water impairment and not being able to enjoy the lake. Jim Arch (Clark County Conservation Dept. talked about what the challenges they face upstream with the farmers and not enough people to enforce the rules.
15. Project Long Live Mead Lake: Larry talked about the personal impact of water quality, trying to improve the dissolved oxygen in the water, doing water sample testing for phosphorus, chlorophyll, Ph, temperature and dissolved oxygen at different levels around the lake. Test and learn with Nanobubbles Proof of concept.

16. 2024 Budget-year end: This budget goes from June thru Dec. 2024. Jenny Polhemus requests for the 500.00 check given to the entertainment group be voided Motion by Bill Marten 2nd Collen Koschak. Hand vote Yes 38 No 0 Motion carried.
Motion to add up to $14,000.00 Calcium Chloride to the 2024 Budget taking it from $15,100.00 to up to $29,100.00. Gary Kennedy withdrew motion to approve budget and amend 2nd Rachal Hanson.
Philip Strand explained the expense of the water quality test/learn pilot. Motion to approve test and learn plot Gary Pszeniczny 2nd Jenny Polhemus. Hand vote Yes 40 No 3. Motion carried.
Motion to unify the 2024 budget to include Calcium Chloride by Bill Marten 2nd Will Ruemmele. Hand Vote Yes 43 No 2. Motion carried.
17.2025 Budget- fiscal year change: Philip Strand explained what the other revenue is for. The Eau Claire watershed recommended we get a sensor for the dam. If we can't get money from Clark County we will not do it. Motion to change fiscal year to Jan - Dec and approve 2025 budget John Druszczak 2nd Tim Alder. Hand Vote Yes 36 No 10. Motion Carried.

that the project was on hold because the DNR would like more
testing done.

Calcium Chloride program tabled from the 2nd Quarter Board
Meeting: This was voted on at the District Annual Meeting to
purchase a sprayer and dry flakes for application. The Board
approved to pay Paul Proksch $6882.27 for sprayer and $1200.00
for a pallet of dry flakes, also pay RKI for dry flakes up to a
$14000.00 total payment.
Other items: The board approved to purchase 2 portable aeration
systems (similar to what Lake Eau Claire has) that will be placed
on 2 residents docks. This will conform to the amount approved
at the annual meeting.

5-Live Long Mead Lake update by Larry Koschak
Explained about the testing being done and some of the results they were getting for a Proof of Concept
Mary Schalow concerned it was not a proven method.
Will Ruemmele had a question about the 2 years of testing.
6-Fall Clean-up will be every Saturday in Oct. and possibly in Nov. (weather permitting).
Volunteers would be appreciated.
7-AED training was postponed until purchase of units.
The units we were looking at are only rated for -10 degrees.
8-Public Comment: Larry Koschak asked if anyone wanted to go Lake Eau Claire to see how they built fish cribs and put them in place.
Bill Martens had a person ask him about the possibility of having ice racing on the lake similar to Rock Dam. He explained what he was told for what it would take to put together.
Someone asked about the possibility of a lake draw down for shore repair.
Eau Claire River Watershed group said it may be possibly to get an Xcel grant for the sensor at the dam.

4) Public Comment: Mary Schalow asked about the electrical cost for nanobubble machines. Phil Strand said the estimate per machine should be about $80.00 but we will have to call Clark Electric with the amperage to get an average cost. 2 small units and 1 large unit was budgeted in the 2025 budget. These are placed at different areas around the lake.
Update: Phil spoke to Jeff in the meter department at Clark Electric and the calculated seasonal cost (6mo) to operate the Kingfisher Unit (sm) is $504.00 and the Neo Unit (lg) is $985.00. Clark Electric charges a higher rate per kw in the summer months when these units will be operating.
Phil Strand thanked the Township for the use of the bush dump and thanked the residents that volunteered to watch it.

Updates on Water Quality activities thru September 2024
 
Working with the DNR on the final issue of our Aeration Permit.  Larry and I have been meeting with the DNR almost weekly to complete all necessary steps in the process.  Currently we are working to update the 2010 Mead Lake Management Plan for Citizen Review and Comment.  We hope to have the update done by November 1st so we can put it out for the 21 day comment period.  Once this is completed, our permit application which is in house now will be approved and we can continue with our Test and Learn schedule of activities.
 
Associated with the Test and Learn schedule, there are various water samples that need to be collected and sent to a lab for testing.  The DNR recommends the State Water Testing Lab in Madison but the response and processing times as well as the cost are astronomical.  Larry and I have been working with resources of the Eau Claire River Watershed Association and the Tri Lakes Management Association to investigate alternate labs for our use.  We have located partners at both UWSP and UW Stout and are submitting requests to the DNR for approval. 
 
We have applied for a Surface Water Grant to cover the costs of these DNR required Tests for 2025 and will apply again for the 2026 requirements. 
 
We have provided an offer to Lake Property owners to apply for a Clean Water grant from the DNR for installing “Rain Gardens” on their property.  So far, we have 3 parties who have expressed interest.  We will get together as a group via zoom over the winter to review the requirements, discuss hiring a landscape architect to help with designs, select the eligible native plantings to be used on each property and then fill out the grant application searching for approval.  It is a very exciting offer from the DNR and we hope more people with be interested in the future.
 
Larry & Colleen Koschak, Chad Bundick and his son, and I participated in a Fish Crib assembly and installation at Lake Eau Claire on September 14th.  It was a well-attended event by property owners at Lake Eau Claire and they were very organized.   We were put to work right away and learned a great deal on materials to use, how to assemble, what materials are appropriate for a deep water crib and a shallow water crib and saw the installation process in action.  We assembled 8 Deep Water Cribs and 11 shallow water Cribs in a little over 2 hours.  Very beneficial event. 
 
Larry and I are meeting with Chris Straight (Regional Planning Commission) on October 24th to review the Watershed Management Plan, the 9 Key Elements of Focus summary and to review the edits to the Mead Lake Management Plan for the 10 year extension. 
 
As part of the Eau Claire River Watershed Tech Committee, Mead Lake as applied for an Excel Energy Grant with would provide Water Monitoring Equipment to be used to measure water flow, water Temperatures, Stratifications in the Lake and an assortment of other items.  This Grant Application is a huge benefit our lake receives by being a partner in the Eau Claire River Watershed association. 
 
Our dissolved oxygen testing wrapped up on October 1st.  Larry has been graphing the results and we will work together with members of ECRWA to better understand the meaning of and residual effects of this oxygen change over the summer.  We hope to have a brief presentation ready for the June annual meeting.
